1. If i1 = 0 and i2 is greater than zero, then the force on q points out of the page --- False

Since the bottom wire produces field out of the page at q, thus force is in south ( Right hand rule )

2. If i1 = i2, then the wires are attracted to each other. ---  True, since the parallel currents attract

3. If i1 = 0 and i2 is greater than zero then the force on q is south --- true ( as per part 1, the direction of force on q is south, by right hand rule )

4. If v = 0, then the force on q is zero ---- True,

since, the magnetic forces are created by moving charges

The top wire generates a magnetic field into the page at q. The bottom wire produces a magnetic field pointing out of the page at q. If the top current is stronger, the force will be north.
