Yes, net torque is zero.

Net torque about an axis passing through pivot is zero.

Torque = rxF

M1 =10g, r1 = 3 cm , r2 = 4.7-3 =1.7 cm

r1*M1*g = r2*M2*g

(3*10) = 1.7*M2

M2 = 17.65 g
