The inner membrane is permeable to DNP when it is not bound to H+ . negatively charged form of DNP can cross the inner membrane in to the matrix as its unique structure ( the electron withdrawal by nitro groups at ortho and para position of benzene ring ) allows the negative charge to distribute equally and act as a neutral complex.

They are permeable to DNP when bound to protons . deprotonated DNP picks one proton from inter membrane space ,as concentration of H+ ion is relatively more there ,and neutral DNP passes across the inner membrane and releases the proton as proton concentration is less at matrix . There by DNP alters the proton gradient and inhibit ATPproduction . so it is also known as chemical uncoupler of oxidative phosphorylation .
