Any motion in a curved path represents accelerated motion, and requires a force directed toward the center of curvature of the path. This force is called the centripetal force which means "center seeking" force. So it is a action force because it is produce by motion in a curved path . when acording to newton's third law of motion for every action there is an equal and opposite reaction so its reaction is centrifugal force equal and oposite direction.

Centripital force Fc = (m v2) / r

where m is mass of body, v is velocity of body and r is radius of path.
