Torque = Force × perpendicular distance from the axis of rotation to the line of action of force
For maximum torque the perpendicular distance should be maximum and it can only be maximum when force is applied at the corner of square and perpendicular to the line joining the center to that corner.
So maximum Torque = F×(a/2)
Maximum torque = 21.8×0.762/2
