When both charges are positive,

Enet = 2E*cos(30 deg)

where, E = k*q/r^2

So, E = 9*10^9*(12.3*10^-9)/(3.8^2)

b)

Wen one of them is negative,

Enet = 2*E*cos(60 deg)

=  2*7.67*cos(60 deg)
