Wet adiabetic lapse rate is the rate at which temp of wet air decrease with per km increase of altitude which is in given question= 6o C/km
So at 4km altitute temp. decrease will be =4*6= 24o C
So temp. of the air will be =(28-24)o C=4o C
ANd as the dew poin 20o C at this temp the water vapour in air will condense.
