According to conservation of energy we can write q V = 0.5 m v^2 ==> v = [ 2 q V / m ]^1/2 = [ 2 * 1.6 x 10^-19 * 31000 / 9.1 x 10^-31] ^1/2 = 104.40 x 10^6 m/s
