speed at the initial point =8.72+2*9.8*1.89=10.61m/sec

so change in speed=10.61-6.21=4.40m/sec

Does the change in speed of the downward-moving rock agree with the magnitude of the speed change of the rock moving upward between the same elevations?

no

Explain physically why it does or does not agree.

Because in the upward acceleration due to gravity lowers the speed and while coming down it raises the speed. the above one is the practical example.
