Explanation / Answer

Firstly the most important questions is to be studied is to be studied as to which part of the society is to be benifited, if it is really necessary, where is the railway lines is to be going, wheather the land is owned by the government or land compensation os to be given and the land compensation is to be given by the government or ot will be included in the contract(generally the government will pay for the land) how the tender is to be given and decide the overall duration and the project type and a overall cost estimate is to be made by the engineer. Then the proposal is to be sent to the center and the central government employees check every aspect of the report and decide whether it is project is really feasible or not. Once the center decides that the project is feasible then the approval for the project along woith the needed funds are given to the necessary departments.

During a process a specia; team by the govenment is set up for the extensive study of the project based on the size of project and some of the studies are:

Cost benifit ratio:(Firstly the cost that will be put in the construction + the maintainence for the project for around 10 years)/(The money for contruction + the money(interest) it would have generated if it was to be put in the bank).

if the ration is less than 1 then a go for the project.

Social impact- as to how it will benefit the class of society, how the people will be efeected after and during the construction of the railway line. Since railways project is for all classes of people then a special attention is give that all classes of people will be benifited. How the project help in the social developement of the vicinity like generation of the employment.

Economic impact-Firstly how much aproximately the project cost,wheater a special load for the project is to taken from the world bank or the government can do that kind of investment. How much revenue the project will be generating.

Enviroment- Since nowadays much concern is given by the government for the enviroment due to the past degredation caused by both natural causes and athroprogenic factors. Whether the construction is of energy efficient, if any trees or natural vegetation is to be destroyd and if yes then how the company is going to make up for it.

Then the engineer involved with the department is to start preparing for the tenders and decide wheather the project type wiil be turn key type or the involvement of the government engineer will be there. The contract will be of one on one basis or the contract will be of open ype or competetive type. The type of the audits wheather internal or external,wheather the contract will be of lumpsum type ot item rate contract type. The necessary equipment for the construction needed. Then after the necessary points put in the tender, the tender is released based upon the type of tender to local newspaper,radio,local news,social medias, etc.

After the tenders are put up then contractors fill in the tenders in te precribe manner and submit it to the concerned authority. Based on the suitablity of the tender the contract is awarded.
