5. [Problem 10-D (original)] The cost of "litter" collection is much higher than the cost of normal "refuse" collection. Since it is very difficult to identify individuals responsible for litter, it has been suggested that a new "tax" be assessed on all manufactured products proportional to the amount of that product found in litter. Since most of litter (by weight, volume, or number of items) is either cigarette butts or beverage containers, those two "products" would probably be assessed the major portion of the new tax. [Note: since cigarettes are already heavily taxed, the new tax may not significantly affect the price of that product.] Does this proposal sound fair" to you? Briefly discuss one reason why you feel this proposal should or should not be implemented.
