Germany will not achive the target as on 2008 by annual rate of percentage. Because they were 1990 by 0.980 Gt. but they were in 2006 by 0.858 Gt.

Between 1990 and 2006 there were 16 years Totally reduction gt (1-(0.858/ 0.98))*100 = 12.5% only in 16 years.

So annual rate per year = (12.5% / 16) = 0.78% per year.
