Liverpool started a trend. If they can do other cities thought they could do it as well. These wer copy structures but do not have the same bravado. Bradford England started then Leeds went to a municipal palace.

part1: yes it was the beginning period of civil architechture ( 19 centuary), the rapid growth and urbanization along with heavy demand of new constructions both domestic and commercial leads to a lot of investment in grand civic buildings. this period focused on reviving the traditional building techniques, and motivating the domestic architehture and employing native feature like tile hanging and half timbering.

part 2:  Harvey Lonsdale Elmes never saw the final construction as he was supervising the construction from 1841-1847, then he had to travel to jamaica where he died of consumption in 1947. later on  Charles Robert Cockerell supervised the project from 1851. hence elmes never saw the final construction.

part 3: though the trend has inspired other cities to construct buildings but it wont be correct to say structure were copies and they were not bold. the building growth occured due to industrial growth. certain example leeds town hall, leeds kergate market, corn exchange and hotel metropole are indigeneous design and ideas they are not copied and they are marvellous.

considering bradford england the wool exchange and the midland hotel are one of the great architechtural buildings made indegeniously without copying fromother cities.there can be some copied structures too but saying copied struture in general will be wrong.
