Building materials, plant and equipment are generally purchased or hired from other enterprises. Specialized services are supplied by subcontractors, and labour by labour agents. Design and engineering services are also provided by separate professional entities.

Yes this is right, that any countries economy even not restricted to the economy of only USA get stronger through development of developmental projects. Today's developmental of project is BACK to BACK. It's means for execution of project, the chain follows involving the various agencies is owner of the project to client of the project to consultanancy wing to contractors to subcontractor to specialised agency. It's mean owner says government of any gives the work to lowest quoting agency. For the lowest quoting agency its the owner who is the client, and for the owner its the lowest quoting agency is the contractor. Owner / lowest quoted agency also engaged some consultancy wing to check the project quality and designing. The lowest quoted agency is giving the work to lowest quoted contractors after floating the tender. For the contractot it's the lowest quoted agency is the client. The contractor giving the work to subcontractor and the subcontractor giving the work to specialised agency. Through this manner work is executed and terms used is BACK to BACK. That's why even the work leader is located in UDA but execution is made through local people. Through this ways the work is executed in timely economical manner. And that's why USA is getting stronger and stronger, as it's only manage the project but execution is made through local available resources even in the phase of globalisation.
