this quastion is not related to civil ENGINEERING or even any subject on this website but i will to answer this quastion to the best of my abilty.
assuming that both A and B are from USA.  although different states has different law for regarding the "adverse possession" of land.
1-take lots of photos of the fence from various angles with time stamp before proceeding for any legal action.
2 -B should try to get A's plan from land records, they may be availeble online in that state.
3- if there is anything on A's side that B can prove from property papers that it was in his property, like a tree.
4-get it resurveyed again
5- legal battle can be very expensive and once the case opened, neither A nor B can sell their property so think before taking any legal action. try talking to the neighbours after doing all the research. she might have done it unknowingly.
