If complementation occurs, it means that the two loci are different. If complementation does not occur, it means that the two loci are same.

In the above case, there seem to be 6 loci (1X3; 1X4; 1X5; 2X3; 2X4; 2X5). But 1 and 2 are same loci. So, the cross (1X3) and (2X3) are same. Therefore, the total loci comes out to be 3. These are loci 1/2, 3/5, 4.
