Question

A public health agency is considering a policy that requires everyone over the age of 18 to be screened for a sexually transmitted (STD) infectious disease each year. This policy would be used to determine those who are positive vs. those who are negative. Those who test positive will be required to undergo treatment and disclose their diseases status to any former and future sexual partners.

Q:State two reasons to favor such a policy. Use arguments related to the nature of STDs, health literacy, or validity measures of diagnostic test.

Q:State two reasons to oppose such a policy. In addition to the criteria stated for # 4, consider social science factors and ethical concerns.

Explanation / Answer

Reasons to favor the policy:

To assess risk of infection and to avoid the transmission of STD. Importance of minimizing risk factors for sexually transmitted diseases

To promote sexual health it is necessary to provide information and skills is needed in the area of relationships and sexual health

Reasons to oppose the policy:

Reason to oppose this policy is related to risk of violating Confidentiality. For example if a woman is aware that she has HIV but does not want to tell her partners should her right to confidentiality protect her from having to tell her sexual partners

The moral standpoint is, as always, a bit fuzzier. While some people would accept that the health argument also shows that sex education and allowing teens for STD testing morally acceptable, other people would disagree.
