E = 15 V

B = 0.45 - 0.85t

a. Net emf in the battery = E + V

where V is induced emf

now form the circuit

V = -d(phi)/dt

phi = B*a^2/2 = (0.45 - 0.85t)*2.42

hence V = 2.057 V

hence

net EMF = 17.057 V

b. direction of net current around the loop = anticlockwise from +ve end of the battery to the -ve end
