that is the initial velocity of the car is u = 20/2.4 m/s

later the time taken to reach the velocity v = 33 m/s is , t = ?

from equations of motions  

v = u+at

v - u = at

t = v-u/a

t = (33-(20/2.4))/1.6 s

t = 15.42 s

the time would be taken for the car to attain 33 m/s is 15.42 s
