When Fructose 6 Phosphate combines with lower amounts of ATP it helps to convert into Fructose 1,6 Bisphosphate however when the quantity of Fructose 6 phosphate is less and ATP is more it tends to act as an inhibitor to the enzyme Phosphofructokinase thus at the highest levels of ATP there is lower percentage of Fructose 1,6 Bisphosphate being formed.
