At that height the rocket runs out of fuel and therefore there is no longer any thrust propelling the rocket. You may assume that the positive direction is upwards in this problem. V = 209m/sec
substituting values we get
a = 12.84m/sec^2

after the engine is shut down only force acting on rocket is gravity
therefore
a = 9.8 m/sec^2
