You should have a formula somewhere in your book that relates area and distance to capacitance. If they are reasonably shaped, it is C = A0/d.
Once you have C, q = CV so multiply C by the voltage to get q. That's part A.
Part B is of course 9.0 volts.
For the last two parts, recalculate C at the new distance and since the wires have been disconnected V is no longer 9 volts; but q stays the same as the first part (there's part C) because it has nowhere to go. So recalculate the new V using the new C and the old q, and that's part D.
