18. for an object at rest, from newtons first law of motino, there is no net force acting on the object in that specific frame of reference, where the object is seen at rest. hence , for a frame of reference where the object is not seen at rest , the net force acting on the partcile can be non zero,
19. for an object moving with some velocity, the rate of change of velocity gives us accelertion of the object whiich is a result of application of net force on the object. hence twhen there is net force on the object, there is acceleration, and hence this means velocity has to change, not just its magnitude, sometimes its magnitude can stay constant and direction can change to change overall velocity.
