Neurotransmitters are the chemicals that are involved in the transmission of nerve impulses at synapses. (A synapse is formed by the membranes of a pre synaptic neuron and post synaptic neuron.)

Neurotransmitters provide the stimulus at a site (let that site be site A ), now that membrane of a neuron becomes freely permeable to Na+. This leads to a rapid influx of Na+ . Now the inner surface of membrane becomes positively charged and outer surface is negatively charged. Now we say that membrane is depolarized. the electrical potential difference across the plasma membrane at the site A is called action potential. Hence as the stimulus is provided by neurotransmitters so we can say they cause action potential.

Behavior is due to interaction due to genetics/biology and experience. Let us take the example of intelligence. Intelligence of child is similar to that of his/her parents because of genetic factor. But while growing his intelligence is affected by his/her experience. There is interaction between his/her genes and experiences which combinedly decides the child's intelligence. If a child is born with low IQ but has experiences in constructive way then his/her intelligence increases and if child is born with high IQ but has experiences in destructive way then his intelligence decreases. So there is interaction between genetics and experience towards human behaviour.
