Ans- B) Steam Generator... the state 4 is determined by energy balance equation at the heat exchanger(steam generator)

2- What is the highest temperature possible at state 4 if the mass flow rate in at state 3 was lowered?

Ans - C) No upper limit...As mass flow rate of water decreases, the specific enthalpy change increases to have constant energy change(Ein = Eout) in the steam generator.

Eout = Mw(h4 - h3) if Mw decreases, (h4 - h3) will increase and h3 is constant so h4increases which is result of temperature increase at constant pressure of 40 psia.
