As the half wave plate fast axis is at zero deg, it will not change the input polarization orientation. Now for circularly polarized light, we know that the equal components of horizontal and vertical polarized light will be present with a phase difference of 90 deg. The phase difference will be provided by the quarter wave plate so the input polarization must be diagonal or anti-diagonal to get the circularly polarized light.
Ans: Diagonal or anti-diagonally polarized light i.e. polarization oriented at 45 deg or 135 deg.
After passing through the wave plates there is no change in the intensity.
