(a) Sccope probes using coaxial cables transmit signal from tip to oscilloscope instead of simple flying leads used in meter probes which are vulnerable to interference and high freqency signals. This improves the accuracy of low level signal in comparision to simple meter probes. Lower inductance is also another advantage, The main disadvatage is that these probes have higher capacitance.
(b) 10:1 means the probe will attenuate any input signal by factor 10. For example for a sine wave of amplitude 1 this probe will attenuate it to sine wave of amplitude of 0.1
