Wire on y-axis doesn't experience any torque, as the magnetic field is perpendicular.

The force on two horizontal wires along x-z plane have the forces but in opposite direction. so no torque.

Edit:

Sorry...if we are calculating torque around y-axis the force on vertical wire away from the y-axis will result in some torque.

so torque = I * B cos30 * 0.3 = 1.2 * 0.76 * 0.3 * 0.4 * 107 = 11.56 N-m

It will rotate in clockwise direction as seen from above.
