1) The z of the medium from which light is incidenting on the interface must be greater than z of the medium in which light is trying to go.this is a case of TIR.
2)Total internal Reflection(TIR)
3)Attenuation= Attenutaion coefficient * frequency * Length , Now you can easily calculate for other parts also.
