5. Repeatability of a measurement system is attained when the multiple measurement of the same variable taken again and again over short period of time yields the same result everytime.

Lack of repeatability indicates that there is fluctuations everytime a measurement of the same variable is made. Statement 1 states this thing and hence the statement is true

Statement 2 states that there is fluctuations in repeating measurement over a number of samples. But is is not given when the measurements taken are of the same variable or of different variables. Therefore this statement cannot be said as true.

Therefore option b is correct.
