a) Accuracy needed = 0.5lb

Since accuracy = 1/2 (lsb), we have one lsb = 1 lb. i.e. resolution = 1 lb.

Therefore, total binary levels needed = 350/1 = 350

350 levels can be provided by a 9 bit system (29 = 512)
