From 1st statement we get

1=9/(8+Rin)

So

Rin=1 ohms


So for R2=6 ohms we get

I2=9/(6+1)=1.286A

T=RC=20*10^-6

So

V=24(1-e^(-t/T))

So

For V=17 we get

t=2.46*10^-5 seconds
