Assume that the two spheres can be treated as point charges. You can ignore the force of gravity.

so as the distance between charges decreases, speed of q2 will decrease and eventually it will stop

F2=ma2=kq1q2/0.3122

here u=22m/s,a=a2,s=0.8-0.312,v=v

so a2=(v2-u2)/2s

putting a2 in above equation

m(v2-u2)/2s=kq1q2/0.3122

v=(kq1q2(2s)/(m*0.3122)+u2)1/2
