Ans. 7 (a) Capacitor C7 between Vdd and Ground is used just because of cancelling noise harmonics cancellations which are generated in power supply along with DC supply due to circuit non ideal conditions.
Ans. 7 (b) Capacitor C2 and C3 is connected in parallel to input AC 12 V supply which is used to block DC components to pass purely AC voltage through regulator IC.
