3.a) As the wire sample and the resistor R are in series connection then the current flowing them will be equal, and the resistance of the Voltmeter is very high hence a very negligible amount of current will through the voltmeter. Hence it will be same across both of them.
b) We know that V = IR. Hence the voltage acorss R and the wire sample will depend on their indivisual resistances.
