a)

Surface charge density is calculated as follows:

               charge density= Q/A = Q/4*pi*r^2

substitute the numerical data in above equation and solve for charge density.

b)

the electric field is calculated as follows:

        E (at 0.17 m) = kq/r^2

                             = [knA]/r^2

   = [kn(4(pi)R^2)]/r^2

substitute the numerical data in above equation and solve for electric field.

c)

it will be zero when it is non-conducting.

d)

the electric field at R < r is zero in this case. So, the electric field is zero at r = 22 cm
