Answer to the question)

Yes there are many tests , that are norm referenced and Criterion referenced too. But the relation is implied.

We can understand this better with the help of an example:

Example I: The prescholers verbal test. Now this test basically compares the ability of a toddler to express himself by words. And it is in comparison to the rest if the toddlers. Now suppose there is a student who scores 1.5 on a scale of 5, whereas another toddler scores a 2 out of 5. Though the second toddler is better than the first one , but still he score is too low for admission in preschool. Thus there is a need of a criteria to define the eligibiliaty to take admission in preschool . So such schools set the benchmark as 3. Now even if 2 is better than 1.5 , still it is not eligible to take admission in preschool as of now.

So we can see that though the scoring in norm referenced, still a criterian is included to make the score effective.

Second example could be of medical tests: There is a norm referenced type of rating the sugar levels. Most of the people have average sugar levels, there are very few with low levels or higher levels. Thus this is norm referenced scoring. But when it comes to diagnosiing a particular sugar level as a disease or a concern ,there has to be a benchmark to make the higher levels noticeaable , and that is what calles for criterian referenced scoring in working.
