Under Prior appropriation the exclusive right to original appropriator, privileges to other users is conditional upon precedential rights of first appropriator. It is not share and share alike. And once the right is granted the water can be used anywhere and not only on land next to flowing stream.
Unlike that of riparian system, the water rights can be trasferred and sold, and the person loses its right for non use.
