radiation budget of Earth depends initially on its albedo, the ratio of energy reflected to the total incident energy and that is 0.3 for earth, which means 30% of incident radiation will reflect back to the space, from the diagram its clear, reflection from clouds, atmosphere and earth surface constitutes the 30% and the rest 70% is absorbed by Earth which include its atmosphere, land and ocean. we know that the 1370w is incident on earths upper atmosphere in unit area and is known as solar constant its 30% around 411 watt reflected back to space and 959 watt absorbed by the earth. 51% of the 70% is absorbed by the land and ocean and is about 489 w/m2. this will heat up land and water, so water evaporates and form clouds which contains around 23% of the this 51% absorbed by land and ocean,that is 113 w/m2. rest of the energy radiated directly to space by clouds and atmosphere. from these energy budgets we can understand that the major portion of solar radiation is absorbed by land and ocean, so the climatic conditions of earth is determined by this two factores, because they are the two agents handle the most of the incident energy.
