The broad changes in the perennial ice from 1979 to 2017 are as follows:

Answer: 1. There is periodic change in the size of the ice (area of the ice fluctuates )
2. This periodicity is sought of constant between 1979 to 1996.
3. After 1996 though the periodicity of increase and decrease still exist but an overall decrease in the area of the perennial ice can be seen.

Increase in C02 emissions does have a effect on the global temperature. Since C02 is a greenhouse Gas, it traps the heat within the earth's atmosphere thereby increasing global temperatures.
