Explanation / Answer

The precipitation falling on the Buffalo, New York sounding is snow. Since here the entire sounding has an air temperature below zero degree celsius or freezing point which completely freezes the crystals and hence the precipitation will fall as snow on the ground.

The precipitation falling on the Caribou, Maine is sleet. Since here the warm layer is very shallow or the air temperature falls above zero degree only slightly so that the precipitation before falling to the ground comes into contact with this warm layer and hence precipitate as sleet.

The precipitation falling on the Green Bay, Wisconsin is freezing rain. Here the cold air first comes into contact with a warm layer which completely melts the ice crystals as they pass through this layer. When the raindrops layer enter the layer of cold air near the surface they get supercooled and get freezed immediately on contact with this cold shallow layer. Here the air temperature remains above zero degree celsius for more duration than in the sleet.

The precipitation falling on the Topeka, Kansas will be in the form of rain. Since here the temperature of the air is mostly above the freezing point which makes all the ice crystals completely melt and hence the precipitation on the ground fall as rain.
