Here the cold air first comes into contact with a warm layer which completely melts the ice crystals as they pass through this layer. When the raindrops layer enter the layer of cold air near the surface they get supercooled and get freezed immediately on contact with this cold shallow layer. Here the air temperature remains above zero degree celsius for more duration than in the sleet.
