Question

You have been requested to serve as an ARC participant (as a regular education teacher) for a meeting scheduled at 1:15 PM for a 14-year old 8th grade student, who currently receives services under the other health impairment (OHI) category. The administrator of your school, Mr. Edwards, meets you in the hall at 1:00 PM as you are walking to the conference room. Although he has not been requested to attend the meeting, he wishes to discuss the student for which you are meeting. During your walk to the meeting, he discusses the rumor the child's parent wants his disability changed to autism. However, the principal wishes to maintain his current disability because he does not see this student has "having autism", due primarily because his daughter is diagnosed with autism and this student does "not act anything like her."

Upon start of the meeting, introductions are made of everyone in attendance, which includes the parent, the speech therapist, the special education teacher, and yourself. Following introductions, the special education begins with current student progress in classes, accommodations the student receives, and other pertinent information related to the student. You are asked to contribute progress on the student during his participation in regular education classes. The parent then provides a letter from the student's pediatrician with a diagnosis of ADHD, Tourette syndrome, and autism spectrum disorder. The report recommends a minimum of 2 weeks of speech therapy, along with counseling one time per month to work on social narratives and for the school to provide special transportation so he is on a bus with a monitor. The letter includes a multidisciplinary report from several professionals that conducted an evaluation on the student. At this point within the meeting, the speech therapist states she must leave because she has to pick up her son from the preschool classroom. The special education teacher states this is fine and she will get her signature on the conference summary the next day.

The special education teacher wishes to continue the OHI category, along with the keeping all other services in place, which only includes speech one time every other week. The special education teachers states, "I've spoken with Mr. Edwards, the principal, and he believes the student's disability is not severe enough to warrant changing the student to autism. Also, Mr. Edwards believes his grades are high enough that he doesn't see any adverse effect of autism on the student's performance." Although the parent seems reluctant, the parent and the other ARC members present sign the conference summary and the meeting is adjourned.
