Explanation / Answer

a)Forecasting model for a variety of health occupations. This model was initially developed in British Columbia (BC) by the BC Health Employers Association. The Ministry of Health and the Saskatchewan Association of Health Organizations (SAHO) modified it in order to use the SAHO payroll data to help us estimate our provincial workforce needs over the next 10 years. These forecasts are limited by our assumptions and will require ongoing review and monitoring; however, it can serve as a helpful tool for planning purposes. This table shows the health professions in Saskatchewan that will be most impacted by turnover and retirements in the next 10 years, assuming we continue to deliver services in the same manner as we do today. We have applied a demand factor to each of these professions showing a potential increase in demand. The projected retirements and turnover is based on the last four-year average. This in turn gives us the anticipated number of FTEs we will need to recruit over the next 10 years.

b) Workforce reform is urgent and should be guided by key principles.

• Workforce policy development and planning are most effective if undertaken collaboratively.

• Improved information and health service planning at all levels is a better way of going about workforce planning than demand and supply projections for individual professions.

c) In the physical rehabilitation model, rehabilitation professionals communicate the importance of exercise and muscle reconditioning for resuming normal work activities. The job-match model relies on the ability of employers to accurately communicate physical job requirements. The managed care model focuses on dissemination of acceptable standards for medical treatment and duration of work absence, and interventions by case managers when these standards are exceeded. Despite contrary evidence for many health impairments, these models share a common assumption that medical disability outcomes are highly predictable and unaff ected by either individual or contextual factors. As a result, communication is often authoritative and unidirectional, with workers and employers in a passive role. Improvements in communication may be responsible for successes across a variety of new interventions. Communication-based interventions may further improve disability outcomes, reduce adversarial relationships, and prove cost-eff ective; however, controlled trials are needed.

d) The purpose of these programs is to supplement the services provided by the Service Income Security Insurance Plan (SISIP). For many years now, the plan has offered vocational assistance services to members in the two years after they leave the Canadian Forces, but it does not provide physical or psycho-social rehabilitation services.

Medical rehabilitation includes health care in the broad sense, including medication, physiotherapy, addiction treatment, if necessary, psychiatric services, and so on.
The purpose of psycho-social rehabilitation is to restore veterans’ independence. It often involves psychological support, and the most direct intervention with families is usually done through these services. The purpose of vocational rehabilitation is to identify a veteran’s skills, determine which civilian jobs are most likely to correspond to them, train for new skills and determine a career plan and personalized follow-up. Vocational rehabilitation services have been subcontracted to a consortium of three specialized businesses that are able to establish a network of suppliers across the country.

Services are transferable to spouses or common-law partners in the event of death, or if the department finds that the rehabilitation program will not be sufficient to enable the veteran to find suitable employment.
