Explanation / Answer

The grocer should first wigh 2 packets of 5 lbs and 9 lbs respectively. Remaining tea would weigh 6 lbs. Then the 1lbs tea can be removed when weighing a 6lb package against a 5lb package. Then another 1 lb tea can be weighed and the two 1 lb packages can be mixed to give a 2 lb package. Then 8 other 2 lb packges can be weighed. The last part of the tea need not be weighed as it woill be 2 lbs automatically.
