The witness had searched 13 cars. Of these, 12 had out of state plates. This leaves, only 1 car which did not have out of state plates. Further, of these 12 cars with out of state plates, 5 were convertibles. This means that the total number of converibles cannot exceed 5 +1 = 6. This implies that the witness is not telling the truth.
