A particular neighborhood is concerned that they have an unusually long response time for EMS causing a safety issue. This neighborhood examines 22 random response times to their neighborhood and finds the average response time for these calls was 10 minutes. as this probability is approximately nil; tehrefore  there is a very high chance that there is a  problem with response times to this neighborhood
