(1) In statistical quality control, the mean chart is a type of control chart used to monitor variables data when samples are collected at regular intervals from a applied processess.  Mean chart is only valid if the within sample variability is constant. Mean chart can help reduce variation in a widget diameter by first signaling the need for process adjustments by simply seeing the mean widget diameter variations within the whole process. It gives an idea of removing some assignable causes of variation to improve quality.

(2) If a data point falls outside the control limits, we assume that the process is probably out of control and that an investigation is warranted to find and eliminate the causes. Control chart concept is mainly linked to normal distribution with specified mean and standard deviation.
