Camera flash light is produced with very high voltage and current but with very short duration of time. So the transfer of energy has to be taken place in very short time i.e. in adiabatic manner so the efficiency will be almost close to zero.
Where as batteries supply the energy with less voltage and current (in a controlled manner) for long intervals of time to the capacitors.
2) In RC circuit, if we have only battery and capacitor, we have continuous flow of current from capacitor to battery also which will be opposed by keeping the resistor.
