(x-a)^2 + (y-b)^2 = r^2

Where (a,b) is the center of the circle and r is the radius of the circle.

Since center is at 0,0 , the equation reduces to the form

x^2 + y^2 = r^2

hence the equation of the circle is

x^2 + y^2 = 10^2
