But from the given chart i see that the minimum cost is :
$2500(Concord)+$3200(Santa Cruz)+$3500(San Mateo)+$3600(Palo Alta)+$4000(Monterey) = $16800.
So, all the given conditions are not satisfied here.
Therefore, it is impossible to formulate a goal programming model.
